Anyone may register a “.vn” domain name. This means that Vietnamese and foreign agencies and organizations may register a “.vn”. Besides agencies and organizations, natural persons are also allowed to register a “.vn” domain name. In order to complete a registration on behalf of a Vietnamese or foreign agency or organization, operating in Vietnam, the applicant has to submit a signed registration form (provided by registry) to Networking4all. In case of a Vietnamese individual or foreigner living and working in Vietnam, the applicant has to submit a signed declaration for the domain name registration, which is made according to the form set by registry. Besides the declaration a Vietnamese applicant has to submit a copy of their ID card or household registration book. Foreign applicants must submit a copy of their passport and a copy of their permanent residence card or temporary residence certificate or a card issued by a competent state agency which is still in valid period. The above mentioned papers must be send (in written) on behalf of Networking4all to the registry in order to complete a domain name registration. For foreign people and organizations, who are not living and working in Vietnam are no strict rules. These parties have to submit their information in our portal in order to register a “.vn” domain name. Unfortunately, Networking4all is only able to register domain names for non-Vietnamese organizations or individuals. Most sub domains within the ".vn" domain have a special target group. This group is listed under the option "purpose" under the paragraph "sub domains".

It is strictly prohibited to use the domain name for purposes of opposing the State of Vietnam, disturbing security, economy, social order and safety, undermining the nation's fine tradition and custom, infringing upon the legitimate rights and interests of organizations and individuals and illegally obstructing the operations of the national domain name system (DNS). A domain name which is self selected by organization or individual must not contain words infringing upon national interests or against social ethics, nation’s fine tradition and custom; must prove serious manner in order to avoid misunderstanding or confusing similarity due to the nature of Vietnamese language that leads to polysyllabic and polysemantic words or words missing special accents. The domain name may not: - be identical or confusingly similar to a trademark, service mark, complainant’s name in which the Complainant has legitimate rights and interests. - be registered if the applicant has no rights or legitimate interests in respect of the domain name. - be registered in order to prevent the owner of the name, trademark or service mark from reflecting the mark in a corresponding domain name. - be registered in order to damage the complainant's reputation, disrupting the complainant's normal business or creating confusion with the complainant’s name or mark so as to mislead the public. - be registered with the purpose of transferring or renting the domain name to the complainant who is the owner of the name, trademark or service mark.

It's possible to transfer your domain name from your old registrar to Networking4all. Therefore, the domain name holder has to contact his or her old registrar and inform them that you want to transfer your domain name to Networking4all. Next, Networking4all will send an application form of "changing registrar", with the agreement of the old registrar, to the registry. If the registry receives the application form and the details of the changing domain name from Networking4all, the registry shall update the amended information for the domain name.
