All legal entities and natural persons who have registered an independent business in the Republic of Croatia may register a ".hr" domain name. Foreign legal entities may also register a ".hr" domain name, but therefore they must have a registered representative office, branch office or other constant organisational form in the Republic of Croatia. In order to complete the registration all parties mentioned above must enclose a certificate which shows the existence of their business.

All natural persons from the Republic of Croatia and foreign natural persons with residence in the Republic of Croatia may register a ".name.hr", ".iz.hr" or ".from.hr" domain name. The domain name under these subdomains must have the following exclusive form: "name-surname-supplement.from.hr". In order to register one of these domain names the applicant has to provide a photocopy of the personal identity card or certificate of citizenship and foreign persons with with residence in the Republic of Croatia need to enclose a document of residence in the Republic of Croatia containing their foreign national identification number.

- contain only letters (a-z), numbers (0-9) and hyphens (-), or a combination of these
- start and end with an alphanumeric character, not a dash.
- do not contain a dash on the 3rd and 4th position (tagged domains).
The domain name is uniquely and clearly related to the purpose for which it has been registered. In case of a legal entity, the domain name has to contain the registered name or registered abbreviation of the name of the legal entity. In case of a natural person who is engaged in registered independent business activities, the domain name has to contain the name of the registered independent business and the name or part of the name of the owner or an indication of the type of independent business.

Legal entities (including internet service providers) can register up to 10 domains, while associations and independent businesses can register up to 2 domains.

state administration bodies and local and regional self-government units in the Republic of Croatia have a priority right to the registration of domains that are of particular importance for the national information space. The names of these types of domains are arbitrary. In addition to submitting the registration form, it is necessary to enclose a domain management plan in which the purpose of the domain, the services active in it, the website contents, if any, and the time scheme of the domain management.
