Domain names that belong or make reference to names of Provincial and/or major cities of the Dominican Republic can only be registered in the 2nd level by the government of Dominican.
The domain name may not make reference to aspects of military officers, unless the applicant has authority to do so.
Finnaly, the domain name or website content may not (in)directly infringe rights of third parties, be illegal (and against the law) and may not violate any rights of a registered trademark.

A transfer to another holder is possible. Therefore the "old" registrant needs to contact Networking4all. The registry will need to validate the new registrant (by receiving a copy of an identification card for example). If the identification is succesfully applied, it will take 15 business days to make / complete the transfer.
