.by is the Internet country code top-level domain (ccTLD) for Belarus. It is administered by the State Center of the Information Security of the President of the Republic of Belarus. The code "BY" originates from an alternative spelling of Belarus, Byelorussia, which was used during their inclusion in the Soviet Union. The ccTLD was created for Belarus on May 11, 1994 and replaces the Soviet domain of .su.
The State Center of the Information Security of the President of the Republic of Belarus allows for anyone who resides in Belarus to register a second level domain, such as foo.by. However, third level domains such as something.gov.by and something.mil.by are only offered to those who are government officials. The names that are chosen for the second level domains must not conflict with those already registered or well known companies. Second level names that might have words or phrases that deem to be vulgar or illegal can also be rejected by the SCIS.
Registration of a .by domain is open to companies, institutions and/or persons that have a connection with Belarus. There are no special conditions, except that the applicant has to provide correct and accurate personal information (no copy of the applicants passport is needed), for the registration of a .by domain names, anybody can register a .by domain name. If the desired name you want is still free in .by you can register it without any problems.
If the applicant wants to make any changes regarding DNS-servers or to any changes regarding to his/her domain name, whereby the registry is involved, the applicant has to known that this could take some time since this process isn't automated at the registry.
The domain name may not:
- infringe upon the right of third parties.
- be against the current law.
- be confusingly similar to a trademark.
