Company registration number in Brazil (CNPJ), and a full Brazilian address and phone number are required.

- contain letters (a-z), numbers (0-9) and hyphens (-), or a combination of these.

- contain IDN supported characters, which are listed here:
"à", "á", "â", "ã", "é", "ê", "í", "ó", "ô", "õ", "ú", "ü" and "ç"

- start and end with an alphanumeric character, not a dash.

- do not contain a dash on the 3rd and 4th position (tagged domains).

- do not contain numbers only.

The .br TLD was administered by the Brazilian Internet Steering Committee (Comitê Gestor da Internet no Brasil) until 2005 and now it's administered by Brazilian Network Information Center (Núcleo de Informação e Coordenação do Ponto br). A local contact is required for any registration. Registrations of domain names with Portuguese characters are also accepted. Except possible for universities, the second level domain is fixed and defines the category. For example, site.art.br is in the art (music, folklore, etc.) category, and othersite.org.br is in the Non-governmental organization category. Institutions of third level education were allowed to use the second level domain and .edu.br, although some use .com.br. There are also some other few exceptions that were allowed to use the second level domain until the end of 2000. As of February 2007, most domain registrations ignore categories and register in the .com.br domain, which has over 90% of all registered domains.

In relation to .br (second level ) domain registrations, they are currently not allowed. You will see some very few exceptions like registro.br, nic.br and cgi.br, which belong to Brazil's Internet Steering Committee, the owner of Brazil's .BR TLD, but this is not possible for companies or anybody else.

To transfer a domain name with the suffix ".br" to another registrant, it's necessary that the current registrant (or local representative in Brazil) signs a transfer form, in front of a Notary Public, prepared at NIC.br's website. The original signed document, along with company documents that empower the signer must be couriered to Registro.br for processing, along with a copy for the Tax-ID certificate (CNPJ for companies or CPF for persons) of the Registrant-to-be. Since original documents are required by NIC.br, there is no way to do this by e-mail only. If the Registrant can stay as-is and what you are looking for is a management transfer only, then this can be done online (i.e. no paperwork).
